Shanghai Municipality Issues Urban Lighting Management Standards, Night Scene Lighting Must Not Affect Residents

In order to further improve the urban management standard system, standardize urban lighting management, and improve the level of refined management of urban lighting, the "Shanghai Municipal Urban Refined Management Standard-Urban Lighting Management" was released recently.

A person from the Municipal Housing and Urban-rural Construction Bureau said that the overall requirements of this standard are to meet the requirements of resource conservation and environmental friendliness, and implement refined and intelligent management. It is required that the intact rate of urban functional lighting facilities is ≥95%, the lighting rate of urban functional lighting facilities is ≥98%, the lighting rate of main roads is ≥98%, the lighting rate of secondary roads and branch roads is ≥96%, and the energy-saving compliance rate of new roads is 100%. Road ≥80%, and the intact rate of urban landscape lighting facilities ≥90%.

Urban landscape lighting and functional lighting should be considered in an overall manner, economical and reasonable, satisfying the use of functions, and good landscape effects. It should meet the requirements of ecological environment protection and avoid light pollution. The overflow light (stray light) of urban lighting facilities should avoid causing disabling glare or uncomfortable glare to pedestrians and car drivers; urban lighting facilities should avoid light affecting the growth of trees, shrubs and other flowers. The lighting facilities of new and rebuilt projects should be designed, constructed and put into use simultaneously with the main project.

According to standard requirements, urban lighting should save energy, protect the environment, and use high-efficiency, energy-saving and beautiful lighting fixtures and light sources. Urban lighting facilities should adopt new materials, new technologies, and new processes to meet the requirements of energy conservation, environmental protection, and economy. Night scene lighting facilities shall not affect the life of residents, pedestrians and vehicle traffic safety. It is not advisable to use line outline alone for night scene lighting, wires should not be exposed, and red and green light sources should not be used for lighting to avoid interference with driving vehicles.

Commercial buildings, pedestrian streets and other commercial areas should have rich colors, novel designs, and diverse materials to create a strong commercial atmosphere; the lighting design of squares, landmark buildings and high-rise buildings should pay attention to art and timeliness to enhance the taste of urban night scenes; The lighting of government agencies and institutions should be simple, solemn and elegant, and highlight the characteristics of the industry; the lighting of rivers and mountains in urban areas has the effect of setting off the atmosphere and showing details. It is advisable to use soft light lamps to avoid strong reflection and strong glare; The building should be dominated by simple top floodlight, supplemented by simple lines.
