A simpler flashing device can be constructed with CQX21 flashing light-emitting diodes, and all the components required for flashing are completely placed inside the light-emitting diodes. CQX21 replaces LM3909, capacitor and LED. In short, the electrical energy generated when sunlight hits the solar cell supplies the circuit to work. And if the rechargeable NiCd battery is removed from the circuit, the device will only work when sunlight or light hits the battery. On the other hand, if you just want to be powered by the battery, just get rid of the solar cells and diodes. LEDs are available in any size and color of your choice.
